Emerging Foreign Policy Vision Identifies Europe's Core Issue: An Alleged Lack of Xenophobia?

During his initial presidency, analysts frequently advised that the former president's statements should be taken seriously rather than literally. However, subsequent events suggest that that formula could have got it backwards.

An emergent American strategic document alongside multiple statements from administration officials, Trump proxies, and Trump himself have sparked what could be one of the most severe crises for transatlantic unity, the security framework that has underpinned stability and freedom in Europe since World War II.

From Burden-Sharing to Cultural Anxiety

Whereas Trump's earlier critique centered on Europe's perceived refusal to pay for its own defense, his rhetoric has now evolved into a far more alarming outlook.

Colored by racism and a staggering contempt for Europe's political institutions and officials, he has issued warnings about the risk of societal collapse on a continent he has rarely visited and mostly viewed from a distance.

"His recent interview devoid of a consistent philosophy is instead replete with another element: the muddled anxiety of an older man facing a changing world."

A conspiratorial worldview, which has shaped harsh U.S. immigration and policing policies, now appears to be shaping Washington's prism of Europe.

A Xenophobic Thesis

According to this logic, migration from the global south causes a weakening of European countries, making them "weak" under "foolish" leadership and setting the stage for their demise. It constitutes an unabashedly xenophobic ideology, with the president's allies explicitly endorsing far-right political parties across Europe.

Although the general thrust of this race-baiting is familiar, its specific implications for European security are essential to grasp.

In the view of the president and his adherents—including tech magnate Elon Musk, who has called for the dissolution of the EU—all politics is fundamentally a deal. However, while the previous argument was about financial fairness, the current assertion is that a decadent Europe is fundamentally unworthy because of its embrace of diversity.

Weakening from Within

In his interview, Trump himself connects these dots in a form of rhetorical loop. He concedes that Russia's Vladimir Putin desires a weak Europe. Trump then declares Europe to be weak, and in exposing the rifts in Washington and European capitals, he objectively helps Putin by actively undermining European unity—all while claiming it's not his "fault".

This dynamic is unfolding at possibly the most consequential juncture for Europe since WWII, amid a devastating war in Ukraine and escalating provocations across the continent.

While Europe draw closer to Ukraine amid continuing warnings of U.S. withdrawal, the peril is that Trump has rationalized a rationale for ignoring European leaders.

The European Response

This situation demands a robust response from European leadership. While some leaders, including Germany's leader, have been forceful in their pushback, including the office of UK Prime Minister Keir Starmer—have opted for a policy of attempting to appease the U.S. administration.

On Tuesday, the UK government refused to push back on Trump's comments about Europe or his renewed attack on London Mayor Sadiq Khan.

The spokesperson stated, "He has a productive partnership with the U.S. president and a strong relationship with the Mayor of London, and is focused on cooperating with each to deliver better outcomes for the people."

The stark reality is that Trump means his words and repeats what he means repeatedly. The time has come to abandon the pretense otherwise.
